• Yes, at least in Full HD I've tried and no problem. Haven´t tried 4k yet

• Yes - I put one in a PC and turned on the PC and a video file started to play (a large movie file). It's just like a hard drive and USB 3.0 is fast. 2.0 might not work - you would have to transfer the file to the hard drive.

• If you have saved a video to this device, you can plug it in to your phone, or other tablet, computer,etc and watch it. It works as external storage just like any other form. It's just small. You are limited to size, so it couldn't be a long movie.
