• No it is not. If you put in eco mode or normal mode. If you switch to high power mode, it is little bit louder but not unbearable.

• I haven't noticed it being particularly loud in comparison to other vacuums we have. Googling a bit though, and finding some that express it might be a little louder than average. We are very happy with the unit so far.
