“Does the solar panel have the ability to swivel when mounted? The wall I will mount it on his facing North but I want to be able to swivel the solar panel to face the sun to the west that’s about a 90° turn of the panel is that possible”

I wll answer my own question, I have bought and I have installed this now and it WILL swivel, you can turn the mount when installing to swivel left or right instead of just up or down as someone implied in their answer, I have attached a photo to show it works.
