Yes Rodney, both the tv speakers AND the soundbar can operate at once. However, you will hear an echo or reverb. This echo would happen with any tv/soundbar being operated @ the same time. Plus, unless you have an absolutely awesome 5.1 surround sound system, this tv has great sound quality on its own, imho.

My set up is : hdmi from my non-4K Denon receiver to the the TV (940D) for non-4K video sources, and an optical cable from the tv to the receiver for 5.1 sound for the 4K content that I stream from the tv. The tv speaker goes on concurrently with the Def Tech center channel speaker (which could substitute for the soundbar).
