• Most games work offline. they may require and internet connection to start and get updates. Mostly the games shouldn't need a PSN membership. But the membership adds a lot of value to the games. Certain games like Star wars battlefront are almost exclusively online play and would require a PSN membership. It really depends on the individual game.

• Yes you can play games when online. Some game modes will not be available such as multiplayer. And some PlayStation store games.

• The ps4 will operate with out internet, some game will require internet for some features, just make sure the games you buy dont require an always online connection. You dont need to register your ps4 online but you will need to make a playstation account where the system tracks your game trophies and such.
