99% of the time I have found points on the disc that lock up can be addressed by carefully cleaning off the disc with a soft cloth and disc cleaner. Some may even not be apparent visually so don't be afraid to take this extra step. As to skipping over a point you can try going to the next chapter and then backing up to just after the lock out point.

Please try again later.You have two options that I know of: #1- clean the disc with a slightly abrasive disc cleaner and then shine it with a polish provided with a cleaning kit. I have fixed damaged DVDs this way. #2- hit stop and, if the player has a resume function, hit play again. Sometimes this will allow the laser to continue past, but close to where you left off.
