“I want to be able to check footage from my computer or phone while my son is out driving. Is that possible? Also, someone is trying to steal his tires repeatedly and I want to catch them. Does this have a motion censor or will it record while parked?”

Hello There, Unfortunately remote viewing is not possible with the F200 Dash Cam. Our Cloud-Enabled Dash Cams are the F800PRO, Q800PRO and U1000. If powered with the Thinkware Hardwiring, OBD-II Cable, or iVolt Battery Pack the dash cam will have the option of Motion Detection, and Energy Savings Mode when the ignition is off.

Not sure about checking video while driving. I can access videos from my phone in the car, but the camera will not be recording while I do that. If you connect the camera to a constant power source (i.e., does not turn off when the key is removed), it will record any contact with the vehicle while parked.
