Hi! Theoretically speaking - it can fulfill either of those roles - depending on how you configure it. If you would like to use the Deco as your primary router and Mesh system, simply replace your existing router with the Deco and set it up in Router Mode. However, if you would like to continue using your existing router as your primary gateway, you can set up the Deco in Access Point Mode. Please note; however, that in Access Point Mode, some features of the Deco that rely on Router Mode operation may not be available.

But keep in mind, this can not replace the modem/router provided by your ISP if you are looking to replace that.
