“Is there Access Control for this (MAC address based) where you can block all new devices from joining the network until you specifically allow each device? I don't want to block a device after it has already connected to my network.”

Upon setup, all nearby devices will begin to connect with the towers. So, the answer is yes and no. Because you really "have to" let the device connect and then block it after it's paired with the tower. You should account for any devices that you want to pair with your towers and block all others.
