• Doubtful because they immediately do a software update during the setup. But I've never tried.

• Theoretically it should work because of the WiFi infrastructure itself and it being turned on in the house but you are limited to functionality if you don’t have internet access. But it is worth the try cause I’d like to know myself

• Yes, but you can't control it with an Internet-based service such as Alexa or Google Home, nor can you control it if you are away from home.

• I don't think so because you have to install an app (Kasa) on your phone to set it up.

• It should work without internet as long as DHCP is on or it has a static IP and devices are on same subnet
