I don’t see that function in the app. Since the device and most likely your WiFi router are running off house power I don’t see a way for it to send a message. If you need a notification you may need to look for a a dedicated device to notify you. Be well.

I have not found that the app will notify you of a power failure. However, you can check the app and see all you kasa plugs and if, or which ones are on-line, or have power.

Based on my understanding, Yes - the setting can be enabled to receive notifications for interruptions in service.
