No, not usually. It is designed to be installed in range of your home WiFi. You could set it up on another WiFi network you have access to, but I can not imagine why you would unless you want to turn on the coffee pot at work from your phone.

The smart plugs in this kit are not designed for mobile use; they are designed to be plugged into a power outlet. You can then connect an appliance to smart plug and control it via the Kasa Smart app, or via various automation options. The smart plug does not "store" power; it requires a power source.
