I had the same question, I wanted my existing Kasa app to work with these new Tapo plugs.  However, the answer is NO.  I tried, but the app can't 'find' these new plugs. 
BUT, the good news is you can link your existing Kasa plugs in the Tapo app using your existing Kasa account.  After you log in, you just tap 'authorize' and ALL your existing plugs will link all at once!  Then just tap the + sign to add your new plugs.  From then on, there's no need to use the Kasa app.
