“Will sim cards activate Windows HTC Titan or Windows Lumia 830?”

I know this doesn't answer your question directly, although I believe it might give some insight, but I wanted to let you know that I'm using a Microsoft/Nokia Lumia 640 with this product without any problems. So, it at least looks like it can work with Windows phones. If you want to really make sure about your particular model, I would say call up Tracfone and ask them; they should be able to tell you one way or the other.

Good morning, McMike. The phone might be compatible. Phone must operate in 850 and 1900 MHz bands. If it complies with this, you should purchase the special TracFone SIM card at Wal Mart.
