if the phone is "unlocked" it can be used anywhere, im thinking if its tracfone it is unlocked. << not sure. a plan card im assuming is time but not activation so im thinking yes on that one...you'd need the $1.99 activation card. so if you wanted to stay with tracfone... you'd be looking at $1.99 for the activation kit and then put the time on from the plan card...and your up and running...or try to deal with another company and plans and contracts or monthly...bla bla bla.. hope that helps...
