Depends on the SIM card and the cell phone service provider who activates the SIM card. You may have to call the service provider to find out if possible, and what SIM will work for overseas. Otherwise, if you do not want to deal with that, a possible work around is to use Messaging Apps to call over WiFi like WhatsApp, Viber, Telegram, etc.
