Can the unit be mounted to have the shelf over the TV? null

I guess you could, by lowering the shelf to the lowest possible (there's a hard stop at the very bottom, but it's still a few inches over the lowest point) but you would need either a very high ceiling, a low placement of your TV, and/or a combination of both, since there's a fixed metallic piece where the shelf is mounted and it can only be placed vertically. Hence, the high ceiling/low placement of the TV requirement. Plus the cable management would be a tad messy. It would not look pretty at all, but if you need to, you could go with that option.

Yes it can, the AVS shelves can mount anywhere on drywall or wood studs.
