“Can I store MS Office files on this Hard Drive from my Windows 7 PC, and then connect the drive to my new Mac Mini and download the files to the Mac Mini? In other words, I would like to use it for data migration from PC to Mac.”

Yes, you can but it need to be formatted in FAT32 (But file size has to be less than 4 GB) or format in exFAT (no file size limitations) to be able to read and write from MAC or PC. NTFS is read only on Macs
