Both mattered for mine, I tried putting it on top of house signal not strong enough. I mounted mine on telephone pole 30 feet off the ground and it worked. My house sits low with hills all around.

It tells you how to use your cell phone to find the strongest signal. Although the directions do stress height, for us, direction was the most important. Our booster is mounted about 2 feet off the ground.
Sorry, there was a problem. Please try again later.I placed my antenna on a satellite pole that was in my yard. The pole is 5 ft tall at most. It did not seem to matter which direction it was in but I did face it away from trees.

Height matters depending on what is causing the weak signal. Reception of cellular signals primarily is dependent upon line of sight, so if a building or a ridge or dense trees are blocking the signal, raising the antenna higher may help. It depends what is blocking the signal.
