• Yes, it does. It keeps the switch powered. I had to run a neutral to my 3-way switch.

• Yes you must have a white common wire (neutral) a Black hot wire and a green or bare ground And a switch leg usually red or blue. AWAYS remember to test the white wires every wire as they can carry current when they complete a circuit. ALWAYS TEST EVERY WIRE TO BE SURE THE POWER IS OFF. Any wire can carry current.
