Smart TVs use the internet to connect you to such sources as Netflix and Amazon Prime, so you do need internet access. If you have access, but no wi fi, you can still connect a smart TV directly to your internet router via a cable to use the "smart" features; no wi-fi needed. However, going wireless with "wi fi" gives you much more freedom of placement.
