• No, not without an additional input like Chromecast or Amazon FireStick plugged into the HDMI port.

• I'd be amazed if it did. This is NOT a smart TV and you'd need a TV with smart features for what you're looking to do with your phone. Vizio would be my recommendation here. Another excellent TV with very user friendly smart features.
