Does it turn towards you,the top,can you rotate it? null

Yes, it can rotate from side to side

Are you talking about the mount? I use the stand with the tv sitting on top of the top shelf of the three shelves. The mount that attaches to the back pole is rigid and when assembled CANNOT swivel. Love the stand however. Best installation instructions and parts layout I have ever used.
