You will be able to flip the top up and pull the drawer our partway, but not fully. This drawer is not really very convenient, although it does look cool. A simple shelf would be more useful.

I try to get away with only opening one but best answer is yes, both doors need to be open.

Since the large deli drawer at the bottom is the full width of the refrigerator, you need to have both of the french doors open at least 50% to get that drawer open. This means that the door doesn't have to be fully open, but it has to be open at least straight out in line with the side of the refrigerator.
