“Does this machine fill all the way up before beginning the wash cycle, or does it fill partially, pull/wash, then continue? I'm trying to avoid this "HE" feature that ruins clothes, and find one that fills all the way before beginning the wash cycle.”

The Washer is designed to sense the amount of clothing and soil level, and it will add water if more water is needed. the sensing part of this cycle and consists of some agitation to level out the items for better sensing. We hope this helps.
