• Yes, for the scale to work properly. You can find a board or other platform to put it on if you are using it on carpet. Whisker sells a plastic tray that you can use for this purpose (which is the route that I went).

• If you want to use the scale feature to keep tabs on your cat(s)’ weight, then you do want it on a hard surface. If you don’t mind not using that feature, then it’s fine on carpet or other softer surfaces.
