I am sorry that the cartridge ran out so fast. I can understand if you are not happy.
The usage usually determines how long a cartridge lasts (unless it was defective). High-density prints (such as images and graphs) will run the cartridge out faster. You can make use of the printer's draft mode whenever possible, to help stretch out your toner.
If you believe the poor performance was due to damage, or a defective product, you can contact the seller. According to the Best Buy website: "If you receive a product that is damaged in shipping, defective or that is not the product you ordered, please return it during your return and exchange time period to Best Buy and we'll arrange for a replacement. If you would rather return the item by mail during your return and exchange time period, please call us for special instructions at 1-888-BEST BUY (1-888-237-8289)."

Was unable to return to BB because it was open and it took me over an hour on the phone with HP to return. It printed 10% of what I paid for. They really take advantage!

I'm sorry that you were disappointed with the page yield. The estimates are based on industry standards. How the cartridge will perform in real life situations will vary quite a bit.
It is difficult to say how long before a cartridge will need to be replaced. Provided that it is not damaged or defective, usage will determine how long it will last. High-density prints will use up a cartridge rapidly, especially if the paper is highly absorbent and the environment is dry. Also black is used more than any of the colors.
I'm glad that you were able to take advantage of the warranty.

I was sorry to hear that the cartridge did not work for you. That must have been frustrating.
It could be that it actually is the correct cartridge though. Perhaps the contacts on the cartridge got smudged or are damaged so that it is not recognized by your printer.
You can carefully polish the copper contacts on the cartridge (and the matching ones inside the printer) with some kind of lint-free material to get off fingerprints or dust.
If that does not help, please consider returning it.
