It works

After ruling out the power supply, I swapped HDMI cables with a known good one. That was the problem. Since the Roku was right next to the TV, this short cable was all I needed.

Affordable quality HDMI cables

I have a more expensive main cable hookup from TV to receiver but these do just fine to connect all devices to my receiver, from Xbox to Blu-Ray player.
