that depends entirely on what your course load is. many courses require specific capabilities (MS Office applications are common) for example in business courses (another reason to stay away from Mac's in college). Google Docs works for much of this functionality but in some cases, due to grading software used, it won't work. I'd spend the extra on a Windows machine

His lessons use google classroom a lot, so it would fine, and the price is lower than a regular laptop. For college, I would say a regular laptop would be better. You can still use a chrome book, but you may have to convert files from google formats to Microsoft formats from time to time, which can be a hassle.
