Make sure the other person has the Alexa app.

In you alexa app on mobile add skype account. Then add skype skill to alexa and say :” Alexa, call (contact name) on skype “

It works with Microsoft's Skype messaging software, which has video call capability. The person being called must also be using Skype for it to work.

You have to get the Skype skill on the Alexa app, and then you should be able to video call. But you do need Skype for it to work.
