“Is this good for a high school student to use goggle and write a report?”

• I do not recommend it. I bought myself one just to watch Netflix and play game on it and even with that it lags and works very slow. I got so annoyed by it that I just gave it to my kids and currently searching for an inexpensive tablet for simple things. Your student would need something a lot more faster with greater memory space.
