Adobe just released Photoshop for iPad in Nov 2019. Adobe says, "Our first release focuses on compositing and retouching tools, and we're just getting started. Many new exciting features are on the way," which means not all the features of the desktop version are available on the iPad in their initial release. They have a web page where they announce new Photoshop features for both the desktop and iPad versions: https://helpx.adobe.com/photoshop/using/whats-new.html.
