The power of the cpu, which is the newest Intel i5 to date and a video card that has 4 gigs of dedicated video memory, there is not a game let alone a moba you couldn't run on ultra settings and get a steady 60 fps...

It will improve fps, but not not ping. You could try one of the network cards from Killer Networking (http://www.killernetworking.com/) to lower latency.
