Yes she can. Will most likely need a different SIM card since it comes with the prepay SIM though. At&t stores that I've been to have never charged me for the needed SIM card. We do this with our teenagers to avoid having to buy expensive phones or sign contracts.

Yes, they work with regular ATT lines. My kids had older Blackberry-ish Go Phones on their lines and I just upgraded them to these for the existing lines. If current phone uses nano sim card just switch. If not then just stop by ATT and they will take care of it for you
