• I just tried that on my Samsung J7 Boost phone, and the answer seems to be "no". I wasn't able to access Internet through the carrier (Boost) while on a voice call. I could talk on the phone and access Internet (using online apps and web browser) via WiFi, but NOT via mobile data.

• Yes it can, set the talking on speaker and you can surf the web.
