I use it for a pocket sized tablet and I do not activate it. It's not a phone when used this way. It should get amber alerts and bad weather messages tho thru the cell modual and you can make 911 calls from it. So no, there is no monthly payments to use it. No text or calls can be made other that 911 tho.
