• There’s a little nuance to this question, but the TLDR iS no. You cannot get full Dolby Atmos if you don’t have an eArc port. Regular Arc will not get you there.

• No, ARC is Audio Return Channel, it allows other devices to pass through the TV to the soundbar. If you have ARC you should be fine, provided you have a high enough quality cable.
