I have one outside but not "hanging down" so limited answer. At less than 30° F outside, it gives off more than enough light to see for walking but maybe not enough to sit down and read a book. To use this on a phone, you need the phone to be a part of the home system you use. Mine is part of my home system and I've turned the light on from miles away.
