Yes they do with the corresponding app. You just won’t have voice control.

All of our bulbs are Bluetooth and can be controlled by the C by GE iOS or Android app as long as you are within range of the bulbs. If you need out of home control, you will need a C-Reach, C by GE Smart Plug, or a C-Start Smart Switch to use for internet access. These 3 products all can be used a the internet gateway for our bulbs.
