“Can you install both a harness for my Garmin Radar unit and a separate harness for my dash cam? If so, will it be a full cost as two separate installations? Or, can you route the wires together at the same time? Maybe a slight reduction is cost?”

I don't work for Best Buy, but I suggest that you purchase a wiring harness for the dash cam that terminates with the right fittings for the dash cam. Have BB install that. Then purchase the required adapters that will power the radar detector from that feed at the windshield. This way you will not have any cigarette lighter power required. Power requirements are likely the same for both of these units.
