Depends what you mean by design work. Anything that has ray tracing or advanced calculations needed to be made will not be as fast on this machine as a Xeon based server or laptop or home computer which has a dedicated graphics card to handle such functions, along with a GPU and additional memory (6GB or more preferred) to do so. After Effects works fine on my PC even though I have an integrated graphic card which is Intel HD 2000 Desktop. Intel HD 620 is much more powerful than Intel HD 2000 in terms of clock speed and system shared memory. But remember Intel HD 620 is a laptop integrated GPU and normal laptops are not really meant for gaming, graphic design and VFX. Even if it shows system memory around 4096mb, it's dedicated memory is only 128mb. Desktops are really better and much more powerful than laptops. Photoshop requires less graphic memory than AE, then obviously it will also run smoothly. Photoshop will work fine but aftereffects need more efficient dedicated graphics with CUDA or open CL/GPU open features. Only thing which can create trouble is when you will try to run heavy plugins like Video Copilot's Element 3D or Trapcode Particular plugin. Some plugins need better dedicated graphic memory for real time particle rendering. If you will try to run it on Intel HD 620(laptop), then your video can lag and can give you frame rates much lower than 29. 97/sec.
