“Does every eero have to be close enough to the first device (the one connected to the cable modem) to get the signal from that one? Or can it just be close enough to an eero NOT connected to the modem and get the WiFi signal from that one.Like in series.”

1 of the eero needs to be plugged into the modem with a cable. The other device can be placed wherever and it will connect through the wifi. You set up each eero in the app on your phone. I have 1 connected to my modem in my living room and another in my upstairs game room. With those 2 I have complete coverage of my 3000 sq ft house.
