They can he confogured eitherway but out of the box connects to the home base. Additional components will connect to your home WiFi by the default but can be changed to connect to your home base. Devices can be grouped together so you can apply settings to all of the devices on a group with a single press action.

Think of it like a printer and you'll understand question better,, Most printers U can connect to a printer thru/on your Wi-Fi, Or u can Direct connect to them either via the printers Own Wi-Fi signal it puts out (Ex. HP-LoveMyPrinter 2.4ghz) Or via Bluetooth. Gary pretty well answered it.
