“Can it be controlled "remotely" as in "out of home/town"? Or only when phone is connected to the same WiFi that the lock is on?”

Yes. Using the Eufy app you are able to lock and unlock the deadbolt anywhere in the world. The app will also tell you if the lock fails for any reason through the notification settings.
