“How feasible would it be to place the rear camera up-front, positioned inwards, to record the interior of the vehicle? Would it be noticeable? Is there a way to program the phone app to automatically connect & sync video feeds to an online cloud?”

No a WiFi connection able to identify the camera is needed.
Sorry, there was a problem. Please try again later.Yes its noticeable.It’s pretty small, but I think it will be hard to find. Has a free app , but not that useful as for phone to cam controls. You still have to physically touch the cam.
