“When wanting to activate the phone to AT&T and it asks me to "Add a Line", it would ask for a phone number but I don't know if they would want the number of the person who wants to replace their current one or the number of the person who owns the line?”

It wouldn’t hurt to try the number that you want to replace and use the owners number as second choice in case it doesn’t work,
