“I have the camera hooked up to the app but the Wi-Fi where it is needed isnt strong on my phone when I angled the camera. Is the Wi-Fi needed to record video onthe camera and could it send to my phone once I recieve Wi-Fi?”

The camera must be connected to WiFi in order to record. Maybe try a WiFi extender
