To answer the question: No. You can’t scan American legal (14”) on the glass.

Obviously almost every printer does it through the feeder, but that’s not what you asked.

It will scan legal though the Automatic Document Feeder or 8.5" x 11.7" on the scanner glass.

YES, you can scan legal paper WITH THE ADF (Automatic Document Feeder). The flatbed is not that large, but you can "set"/choose legal paper using the HP scanning software and it would scan legal size.
ADF: 8.5 x 14 in Maximum; 5 x 5 in Minimum Flatbed: 8.5 x 11.7 in.

I've not tried scanning legal size paper yet. However, the printer accepts legal paper for printing. So, if you can print legal documents, you should be able to scan them too. I recommend you go on line to the HP Support site and download the PDF users manual if you haven't already.
