There is no reason that you can't upgrade it, and it would be an upgrade. The rx 480 does not clock faster than the gtx 1070. The 1070 is a much better card

Actually the ATI Radeon RX80 clocks faster than the GTX 1070, but to answer your question, yes you can put the 1070 in there.
