“Will this work to pull photos off of old flip phones that are Bluetooth compatible? The phones don't have cellular service and can not be synced with a cord so I have no way of retrieving them. Will this fix my problem and allow me to pull the photos?”

The phones don't need service for bluetooth to work. However the device you're sending to and the device you're sending from most be bluetooth compatible
